Declaration of Principles of the «Swiss Peace Initiative for Nagorno-Karabakh»

The Swiss Federal Council is committed to organizing an international peace forum to settle the unresolved conflict between Azerbaijan and the forcibly displaced Armenian population of Nagorno Karabakh.

Motion 24.4259 states that its mandate is to “facilitate an open dialogue between Azerbaijan and representatives of the Nagorno-Karabakh Armenian people, conducted under international supervision or in the presence of internationally relevant actors, in order to negotiate the safe and collective return of the historically resident Armenian population.”

The decades-long conflict over Nagorno Karabakh has led to violence, displacement and the tragic consequences of ethnic and religious persecution. It has also hindered the economic development of a vast region stretching from Europe to East Asia and contributed to geopolitical instability in an area where the interests of the West, Russia, Turkey and Iran clash.

Switzerland's long-standing tradition of neutrality and mediation uniquely qualifies it to promote a credible and sustainable peace process that prioritizes human security and justice for the victims of displacement.

The Organization for Security and Co-operation in Europe (OSCE) offers possible mechanisms to enable Switzerland and other member states to support the implementation of the Swiss Peace Initiative for Nagorno Karabakh.

We, the undersigned, support this initiative – in Switzerland and abroad - and thus contribute to building a broad basis for a peaceful solution. (PDF)
